The Bush 43 Mythos

I have a question about 'deerleader' mythos.  This is probably something that is common knowledge, I probably knew once and it has simply slipped my mind.  deerleader's continued failure brings this question back to mind. I'm sure someone can provide an answer without too much trouble.

I should state my opinion of deerleader (as a human being) has been pretty consistent since I first became aware of him during the early dog and pony shows for the party nominations for 2000.  I remember mentioning to a republican friend that "that one won't get the nomination unless until he learns to stifle the smirky faces" (wrong). I also thought his mocking of that deathrow inmate before he had her put down was a little off putting (wrong again, at least electorally)  Then the 2000 election train wreck, and although Gore was my guy, I didn't see the eventual resolution as the worst possible scenario and I accepted deerleader as my President and if nothing else, I felt confident four years in the White House would finally wipe that smirk off his face (I know, wrong again).  
In a way, I even came to see myself in him...the predominant bit of myself that is entirely unsuited for the Office of President of the United States of America.  So, on it went.  I seemingly understood him and someday he wouldn't be President anymore, fair enough. (Although, I must admit I am still profoundly confused as to what a yale university is or does).

But I digress, anyway, there have really only been two moments during his occupation of the office when my sense of deerleader  wavered one way or the other.  The last time was in the Kerry/Bush debate when he talked about "that's a lot of wood".  On that evening he struck me as a real a-list dunce/prick.  The only other time was when he was at the World Trade Center with the megaphone and someone yelled out  "WE CAN"T HEAR YOU" and 'Dear Leader' responded with one of his classic line.  It was a great exchange, I had to admit although by the time he addressed Congress a few days later I'd reverted back to my standard opinion of him.  And that brings me to my question.  Who shouted out "WE CAN'T HEAR YOU" that day at thw WTC? and was the exchange entirely scripted? At this point I can't imagine deerleader capable of spontaneously formulating such a response . I'm sure the guy that shouted out was profiled all over the papers back then and probably has since published an inspirational book or two.  Can someone post me the link? Thanks in advance.

Just wanted to clear my head of this minor matter. I know now to never look to this George Bush for leadership one way or the other.  In a sense I CAN'T HEAR HIM, but then again he's never been the go-to guy for information about his own administration, policies, or Our Great Nation anyway, so no great loss.
